🔰 The conditions and standards determining eligibility for an age pension on preferential terms are regulated by Part 2 of Article 114 and the Final Provisions of the Law of Ukraine “On Mandatory State Pension Insurance” dated July 9, 2003, No. 1058-IV.
🔘 The right to an age pension on preferential terms is granted to employees, regardless of their last place of employment, who were employed full-time in jobs with particularly harmful and particularly difficult working conditions as listed in List No. 1, after reaching the age of 50 and having the required insurance record, namely:
🔹 Men — with at least 25 years of insurance record, of which at least 10 years must be in the specified jobs.
🔸 Women — with at least 20 years of insurance record, of which at least 7 years and 6 months must be in the specified jobs.
📌 Since 2015, the retirement age for women has been gradually increasing from 45 to 50 years, depending on the date of birth.
❗ Workers who do not have the full required period of employment under List No. 1, but have at least half of that period (at least 5 years for men and 3 years and 9 months for women), and the required general insurance record (at least 25 years for men and 20 years for women), may qualify for a pension on preferential terms with a reduced retirement age (from 60 years):
🔹 Men — by 1 year for each year of such employment.
🔸 Women — by 1 year and 4 months for each year of such employment.
🔘 The right to an age pension on preferential terms is also granted to employees, regardless of their last place of employment, who were employed full-time in jobs with harmful and difficult working conditions or in certain industries listed in List No. 2, after reaching the age of 55 and having the required insurance record, namely:
🔹 Men — with at least 30 years of insurance record, of which at least 12 years and 6 months must be in the specified jobs.
🔸 Women — with at least 25 years of insurance record, of which at least 10 years must be in the specified jobs.
📌 Since 2015, the retirement age for women has been gradually increasing from 50 to 55 years, depending on the date of birth.
❗ Workers who do not have the full required period of employment under List No. 2, but have at least half of that period (at least 6 years and 3 months for men and 5 years for women), and the required general insurance record (at least 30 years for men and 25 years for women), may qualify for a pension on preferential terms with a reduced retirement age (from 60 years):
🔹 Men — by 1 year for every 2 years and 6 months of such employment.
🔸 Women — by 1 year for every 2 years of such employment.

One of the necessary conditions for granting a preferential age pension is the certification of workplaces for working conditions.
The procedure for conducting workplace certification is established by the Cabinet of Ministers of Ukraine Resolution No. 442 dated August 1, 1992. Certification must be conducted at least once every five years. If the next certification is overdue, the work periods beyond five years are not counted toward preferential service.
Attention: Due to martial law, special provisions for extending workplace certifications are in effect (according to the Cabinet of Ministers Resolution No. 660 dated June 30, 2023). If the certification was due during martial law, it may be conducted within six months of the termination or cancellation of martial law in Ukraine, based on the employer's decision and in agreement with the elected body of the primary trade union organization (or trade union representative).
The results of certifications conducted before martial law remain valid and are applied throughout martial law and six months after its termination or cancellation.
✅ Please note that special service obtained before August 21, 1992, does not require confirmation with workplace certification documents.
📄 To apply for this type of pension, in addition to documents verifying identity and insurance record, the applicant must submit documents confirming the certification of workplaces.
If the enterprise is located in temporarily occupied territory or in an active combat zone, the right to a pension on preferential terms can be confirmed using data on special service available in the Insured Persons Register.
In cases where the employment record book lacks information confirming eligibility for a preferential pension, clarification certificates from enterprises, institutions, organizations, or their legal successors are accepted. If the enterprise has been liquidated, preferential employment periods are confirmed by special commissions established at the main offices of the Pension Fund of Ukraine.
Such certificates must include:
✅ Employment periods credited toward special service;
✅ Profession or position;
✅ Nature of work performed;
✅ Section, subsection, item, name or numbers of the lists under which the work is classified;
✅ Primary source documents from the employment period used to issue the certificate.
