Conditions for Granting Monthly Financial Assistance to a Person Living with an Individual with Group I or II Disability Due to a Mental Disorder

Starting July 1, 2025, the Pension Fund of Ukraine is responsible for assigning and paying monthly financial assistance to a person who lives with an individual with a Group I or II disability caused by a mental disorder and who, according to a medical commission's conclusion, requires constant care (in accordance with Cabinet of Ministers Resolution No. 765 dated June 25, 2025).

Assistance is granted to a legally competent person who:

▫ Permanently resides or is registered at the same address as the person with a Group I or II disability due to a mental disorder who requires constant care (based on a conclusion from a medical commission of a healthcare institution);

▫ Provides care for that person, regardless of employment status.

Required documents:

🔸 A completed application form;

🔸 A declaration of income and property status (for all types of social assistance);

🔸 Personal identification document;

🔸 Taxpayer Registration Number (RNOKPP);

🔸 Income certificate — if the declaration lists income not available in the databases of the State Tax Service, Pension Fund of Ukraine, or Social Insurance Funds and cannot be obtained by official request;

🔸 A medical commission's conclusion confirming the need for constant care for the person with a Group I or II disability due to a mental disorder;

🔸 A copy of the expert team’s decision on everyday functioning or a certificate from the MSEC (Medical-Social Expert Commission) examination act of the person with a Group I or II disability being cared for;

🔸 A household/living conditions inspection report — if the caregiver’s registered address differs from that of the person with a disability.

Amount of assistance:

The monthly payment is calculated as the difference between the total of three living minimums (based on age and work capacity) for each family member and the average monthly family income over the past six months. However, the amount cannot exceed the monthly living minimum per person (in 2025 — 2,920 UAH).

Family composition includes:

🔹 Husband or wife;

🔹 Biological or adopted children under 18;

🔹 Children under 23 who study full-time or in dual education programs and are unmarried;

🔹 Unmarried adult children recognized as persons with disabilities from childhood (Groups I or II) or persons with Group I disability living with parents;

🔹 Dependent, non-working parents of the husband or wife living with and supported by them;

🔹 A person living with and caring for a single individual with a Group I disability;

🔹 A woman and man who are not married but live as one family and have joint children.

Ways to apply:

✔ At a service center of the Pension Fund of Ukraine;

✔ Through authorized representatives of local councils or Administrative Service Centers (CNAP);

✔ By postal mail;

✔ Online via the Diia portal.

Additional notes:

The assistance is assigned for 6 months and paid monthly.

If the caregiver is a non-working pensioner or a person with a disability, assistance may be assigned for 12 months, based on an application and a copy of the employment record book.

Payments are made via Ukrposhta or to a bank account of the recipient's choice.

Obligation to report changes:

In the event of circumstances that lead to termination of the assistance, the recipient must notify the Pension Fund of Ukraine.

Such circumstances include:

👉 Changes in family composition due to death or change of residence of the person with a disability or the caregiver;

👉 Expiration of the disability term without confirmation of a qualifying group within one month;

👉 Full state support or inpatient care of the person with a Group I or II disability due to a mental disorder for an entire calendar month.

The assignment and payment of this monthly financial assistance are governed by the Law of Ukraine "On Psychiatric Care" and Cabinet of Ministers Resolution No. 1192 dated August 2, 2000.
