The Secretariat of the Commissioner for the Protection of the State Language has published the Annual Report on compliance with the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language” in 2025.
The document analyzes the main trends in the development and establishment of the Ukrainian language under martial law, as well as the status of implementation of language legislation in various spheres of public life. In particular, it covers the activities of state authorities and local self-government bodies, education, culture, media, the service sector, healthcare, advertising, book publishing, and other industries.
According to the Commissioner for the Protection of the State Language, Olena Ivanovska, 2025 marked a transition “toward the systematic, state-centered establishment of the Ukrainian language.” The report emphasizes that the issue of protecting the state language is now an integral part of Ukraine’s national security and social resilience.
Special attention is given to the development of the Ukrainian language in the digital space and the need for its full presence in modern technologies and digital services. The document also contains recommendations for state and local government bodies on further strengthening the position of the state language.
