Infrastructure Progress: As of September 23, in communities where the security situation permits preparation work, the average readiness level of facilities has reached **91%** (1,532 out of 1,678 planned facilities have been fully prepared).
Critical Infrastructure & Contingency Planning: Discussions centered on securing stable operations for utility enterprises, expanding backup power systems, and stocking essential operational resources.
High-Risk Hromadas: Tailored solutions were evaluated for communities experiencing ongoing combat and severe structural damage, where standard winterization procedures are hindered.
"The operation of every single facility will depend on the security situation across the region. Our primary task is to do everything possible so that heating, water, and electricity supply systems function as stably as possible, even under the constant threat of new strikes. Based on the meeting, we identified critical problem areas and next steps to address them. Work on preparing the region for winter continues daily," emphasized Vadym Filashkin.
