From July 1, 2025, the Pension Fund of Ukraine is authorized to pay funeral assistance in the event of the death of the following categories of individuals
(Cabinet of Ministers Resolution No. 695 dated 11.06.2025):
🔸 Persons with disabilities since childhood or children with disabilities under the age of 18;
🔸 Persons who are not entitled to a pension, and persons with disabilities.
In the event of the death of a person with a disability since childhood or a child with a disability under 18, funeral assistance is paid (as per Clause 28 of CMU Resolution No. 79 dated 03.02.2021) to a family member or the person who conducted the burial, at their choice:
🔸 Funeral assistance in the amount of two months' worth of the assigned state social assistance.
To apply for funeral assistance, a family member of the deceased or the person who conducted the burial must submit:
🔸 An application;
🔸 A death certificate issued by the civil registration authority, local council executive body, consular office, or diplomatic mission of Ukraine.
In case of death abroad, the family member must submit:
🔸 Documents issued by the competent authorities of the host country, duly legalized unless otherwise provided by international treaties of Ukraine.
Funeral assistance is paid regardless of the time of application.
🔻 Funeral assistance is not paid in the following cases:
🔸 If the deceased was fully supported by the state (except when the burial is conducted by family members or another person);
🔸 If the burial is funded by the state budget.
🔻 Amounts of assigned state social assistance that remained unpaid due to the death of a person with a disability since childhood are not included in the estate and are paid to family members who are entitled to a survivor's pension under current legislation.
❇ However, parents, spouse, and relatives who lived with the deceased at the time of death are entitled to receive these amounts, even if they are not eligible for a survivor’s pension.
The state social assistance is paid for the full month in which the death occurred, regardless of the date of death.
🔻 Unpaid social assistance due to the death of a child with a disability under 18 is paid to the legal representative or one of the family members who lived with the child at the time of death.
This assistance is also paid for the full month in which the child died.
In the event of the death of a recipient of social assistance (for persons not entitled to a pension or with disabilities), funeral assistance is paid in the amount of two months' worth of the assigned social assistance as of the date of death
(Clause 40 of CMU Resolution No. 261 dated 02.04.2005).
To receive funeral assistance, the following documents must be submitted:
🔸 An application;
🔸 Death certificate;
🔸 Extract from the State Civil Status Acts Register or a death notification for the purpose of receiving funeral assistance.
🔻 If the person died abroad, the family member or person who conducted the burial must submit:
🔸 An application;
🔸 Death certificate or another official document confirming the fact of death issued by a foreign authority.
Funeral assistance is not paid if the deceased was fully supported by the state or the burial was conducted at the expense of the state budget (except when done by family members or others).
If funeral assistance is not claimed on time without valid reasons, it must be claimed no later than 12 months after the recipient’s death.
Unpaid state social assistance and care allowance due to the recipient's death are not considered part of the inheritance and are paid for the period up to and including the month of death to dependent family members listed in Part 2 of Article 36 of the Law of Ukraine No. 1058.
Parents, spouse, and family members who lived with the deceased at the time of death are entitled to these unpaid amounts regardless of their dependent status.
If multiple family members apply, the unpaid amounts are divided equally. The assistance is paid if the application is submitted within 12 months after the death of the recipient.
The application for funeral assistance and unpaid social benefits must be submitted to the Pension Fund of Ukraine, regardless of the applicant’s registered or declared place of residence.
🔻 The Pension Fund of Ukraine must review the application within 10 days of receiving it.
