As part of the Emergency Recovery and Reconstruction Project supported by the Japan International Cooperation Agency (JICA), technical equipment will be delivered to Ukraine for frontline regions. Specifically, this includes:
20 modular Ukrposhta branches for frontline regions. These are fully-fledged postal hubs that are installed in settlements where stationary branches have been destroyed or damaged as a result of hostilities. They ensure the stable provision of postal and financial services even in conditions of limited infrastructure.
40 units of additional heavy equipment for clearing debris and providing municipal services in the Sumy, Zaporizhzhia, and Chernihiv regions.
a modern training simulator for training heavy construction equipment operators and 5 units of modern construction and loading equipment for students of the Training Center for Training, Retraining, and Advanced Training of Personnel in Bila Tserkva.
"Japan remains one of our key strategic partners, whose support is systematic and timely. It is critically important for us to ensure the viability of frontline regions that are under daily shelling. This assistance enables communities to recover quickly, provide basic services to people, and become more resilient despite all the challenges of war," emphasizes Oleksiy Kuleba, Deputy Prime Minister for the Restoration of Ukraine — Minister of Community and Territorial Development.
The purchases will be made by the Japanese side, and the equipment will be delivered to Ukrainian cities within the next six months.

The delivery of modular Ukrposhta branches ensures uninterrupted access to postal and other services in areas where they are limited due to hostilities. At the same time, additional heavy equipment for Sumy, Zaporizhzhia, and Chernihiv regions is our operational resource for clearing debris and quickly restoring municipal infrastructure," says Marina Denysiuk, Deputy Minister of Community and Territorial Development of Ukraine.
The Emergency Recovery and Reconstruction Project is an international technical assistance project that restores infrastructure through quick impact projects (QIPs).
The project has already proven its effectiveness through its rapid response to community needs, including the provision of necessary equipment (to utilities, educational institutions, hospitals), expert support, and training activities.
In total, since 2023, more than $700 million in assistance has been provided through technical and grant assistance projects from the Government of Japan, coordinated by the Ministry of Development and implemented jointly with JICA. These funds are directed towards energy, transport infrastructure, healthcare, education, water supply, humanitarian demining, the agro-industrial complex and municipal facilities.
