Protection of citizens' rights to clean and accessible water in a state of war: main conclusions and recommendations

Special report of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights on the state of compliance with citizens' rights to clean and accessible water under the legal regime of martial law.

The document consists of 4 sections and, importantly, is based on real data — 511 citizen appeals to our institution, 9 monitoring visits, results of laboratory studies of water quality, and a nationwide online survey involving 13,673 respondents from all regions of Ukraine.

The special report covers key areas such as: the impact of the armed aggression of the Russian Federation on the realization of the right to drinking water, the influence of economic entities on water resources, the effectiveness of state policy, and the implementation of international standards into national legislation.

The destruction of the Kakhovka Hydroelectric Power Plant dam by Russia deprived over a million Ukrainians of access to drinking water. This is not just an ecological disaster — it is a large-scale humanitarian crisis that directly affects basic rights: to water, to dignity, to life.

In addition, the research data confirmed the critical state of the water supply system: 76% of citizens reported water interruptions during martial law, only 53% have access to water during power outages, and 69% do not drink tap water without additional purification. In a number of communities, water tariffs are three times higher than the average rates in large cities, while the quality of services often remains unsatisfactory.
