The title of Hero of Ukraine is the highest honor in our country. It is conferred by the President of Ukraine for the performance of an outstanding heroic deed. Their name is inscribed in the history of Ukraine.
The title of Hero of Ukraine may, as an exception, be awarded posthumously to a foreign national who has been awarded the Order of the Heroes of the Heavenly Hundred for performing an outstanding heroic act related to the defense of the constitutional principles of democracy, human rights, and freedoms during the Revolution of Dignity (November 2013 – February 2014).
The Ministry of Veterans Affairs explains what state guarantees are provided to Heroes of Ukraine.
✅ Cash payments:
- a one-time payment equal to 50 subsistence minimums for able-bodied individuals (in 2026, this amounts to 166,400 UAH);
- a monthly payment equal to three minimum wages;
- for the families of fallen Heroes of Ukraine, a monthly payment equal to one minimum wage.
✅ Housing guarantees:
- Priority housing allocation. In August 2024, President Volodymyr Zelenskyy signed a decree granting housing to citizens who have been awarded the title of “Hero of Ukraine” for heroic acts during the Russian-Ukrainian war. In the event of the death of a Hero of Ukraine, members of his or her family may receive housing. For those who have received a State Order, such a reward is not provided for by law;
- Free major repairs to an apartment or house;
- Exemption from fees for processing documents during housing privatization.
✅ Utility and household benefits:
- Exemption from rent, utility bills, payment for liquefied petroleum gas for household use, and fees for home telephone service and private home security systems
✅ Medical benefits:
- Free medical treatment, medications, and health resort rehabilitation;
- Dental prosthetics (excluding those made of precious metals);
✅ Transportation benefits:
- Fuel reimbursement (50 liters per month);
- Priority provision of a free vehicle to persons with disabilities (if medically indicated) for a term of up to ten years. After this period ends, the vehicle may be replaced with a new one.
✅ Social guarantees:
- Priority right to employment during downsizing;
- Employment in the event of a company’s liquidation;
- additional leave of up to three weeks;
- free on-the-job training at state educational institutions, private educational institutions, and in courses.
Although the list of state guarantees for Heroes of Ukraine is quite extensive, some legislative provisions are outdated. The Government is currently working to improve these legislative provisions.
