As part of the support measures for the population during the 2026/27 heating season, certain categories of citizens residing in specified local communities may receive a one-off cash payment to help them get through the winter, amounting to 19,400 UAH per household, regardless of the number of household members eligible for such support (Resolution of the Cabinet of Ministers of Ukraine No. 1084 of 3 September 2026 ‘Certain Issues Concerning the Provision of Assistance to the Population During the Heating Season’).
The assistance is intended for households comprising at least one person from the categories specified in the Procedure. These include:
🔹 people with disabilities and single, incapacitated persons of pensionable age;
🔹 recipients of housing subsidies;
🔹 internally displaced persons receiving subsistence assistance;
🔹 large families and single mothers;
🔹families raising children with disabilities;
🔹 recipients of childbirth allowance;
🔹 foster families, family-type children’s homes and families of foster carers;
🔹 other recipients of state social assistance and care allowances as specified in the Regulations.
If a person has a disability, is a single person of retirement age who is unable to work, or if the family has many children but is not receiving the relevant payments at the time of application, eligibility for the benefit can be confirmed by providing supporting documents when submitting the application.
One of the main conditions for receiving the benefit is that the applicant must be actually residing, at the time of application, in a local authority covered by the programme. A list of such communities is published on the official website of the Ministry of Social Policy of Ukraine.
Applications for the benefit are accepted until 30 October 2026.
You can submit an application:
🔹 to a local office of the Pension Fund of Ukraine;
🔹 via a Centre for Administrative Services (CAS);
🔹 to a village, settlement or town council.
Residents of the Donetsk region may apply in person at the service centre of the Main Directorate of the Pension Fund of Ukraine in the Donetsk region at the following address: Kramatorsk district, the town of Oleksandrivka, 5 Samarska Street.
Funds may be transferred to a bank account or paid out via JSC ‘Ukrposhta’. Payments are scheduled to be made until 30 November 2026.
Important! There is no need to submit multiple applications under different programme schemes — each household is eligible for one payment. Before applying, please check whether the community where you actually live is included in the list of areas covered by the programme, and submit your application by 30 October 2026 at the latest.
