Under the government support program for the 2026/27 heating season, eligible households in designated communities can receive a one-time lump-sum payment of 19,400 UAH per household to assist through the winter period, regardless of the number of qualifying members in the household (Cabinet of Ministers Resolution No. 1084, dated September 3, 2026).
Eligible Categories:
The financial assistance is available to households containing at least one individual belonging to the following groups:
Persons with disabilities and single non-working individuals of retirement age.
Recipients of housing subsidies.
Internally displaced persons (IDPs) receiving living allowances.
Large families (multi-child families) and single mothers.
Families raising children with disabilities.
Recipients of child birth assistance.
Foster families, family-type children's homes, and patronate families.
Other designated recipients of state social assistance and care allowances.
Note: Individuals with disabilities, single elderly non-working persons, or large families who do not currently receive state benefits at the time of application can confirm their eligibility by submitting supporting documentation alongside their application.
Key Conditions & Application Details:
Residence Requirement: Applicants must actually reside in a designated territorial hromada covered by the program at the time of application. The official list of participating hromadas is published on the website of the Ministry of Social Policy of Ukraine.
Application Deadline: October 30, 2026.
Submission Channels:
Territorial bodies of the Pension Fund of Ukraine (PFU).
Administrative Service Centers (CNAP).
Village, settlement, or city councils.
Local PFU Service Center (Donetsk Oblast): Residents can apply in person at the Service Center of the Main Directorate of the PFU in Donetsk Oblast located at: Kramatorsk District, Oleksandrivka, 5 Samarska Street.
Disbursement: Funds will be transferred to bank accounts or disbursed via Ukrposhta by November 30, 2026.
Important: Only one application may be submitted per household (maximum of one payment per household). Applicants are advised to verify that their current residential hromada is included in the program list before submitting an application by October 30, 2026.
