Farmers in Donetsk Oblast were briefed on the specifics of submitting applications to the Register of Losses for Ukraine

On June 4, 2026, as part of the regional platform “Dialogue Between Government and Business,” established at the behest of Ukrainian President Volodymyr Zelenskyy, a regular online meeting was held on the topic: “Documenting Damages Inflicted on the Agro-Industrial Complex by the Military Aggression Against Ukraine through Project Expedite Justice.”

The speakers at the event were legal advisors from the international human rights organization Project Expedite Justice. They familiarized participants with the workings of the international compensation mechanism and explained the categories of claims that can be submitted to the Register of Damages for Ukraine. During the meeting, the process for documenting the damages incurred was also discussed in detail, along with the procedure for restoring lost documents, and the importance of timely submission of claims to the Register of Damages to protect the rights of affected citizens was emphasized.

It was emphasized at the meeting that when submitting claims to the Register of Damages via the Diya portal, information should be provided in chronological order: from the date the business was established to the events that caused damages as a result of the war. The application must contain a detailed description of the damages incurred, title documents for the property, and financial documents confirming the company’s operations prior to Russia’s full-scale invasion.

During the event, special attention was paid to building a body of evidence regarding destroyed or damaged property. The need to provide maximum confirmation of the facts regarding damage to the enterprise and to document in detail all circumstances related to the loss or damage of property (extracts from the Unified Register of Pre-trial Investigations, fire reports, reports from local government commissions, etc.) was emphasized.

At the same time, in the absence of official documents, the evidence base may be supplemented by eyewitness accounts of the events, media reports on hostilities, reports from civil society organizations regarding lack of access to property, materials from social media, and official correspondence.

They also emphasized that applications to the Register of Damages must be submitted immediately, regardless of when the compensation commission begins its work. Proper documentation of damages is a crucial step toward receiving compensation payments.
