In Kropyvnytskyi, Artem Chagan, director of the Department of Agro-Industrial Development and Land Relations of the Donetsk Regional State Administration, and representatives of relocated farms from the Donetsk region took part in a working meeting chaired by Taras Vysotsky, Minister of Agrarian Policy and Food of Ukraine.
The meeting focused on creating additional support mechanisms for farmers who continue to work amid the war, have suffered losses, or have been forced to relocate.
During the meeting, the following key legislative initiatives for 2027 were presented:
🔹 Compensation for lost crops. It is planned to provide payments of up to 10,460 UAH per hectare to farmers whose land plots are located within 0–20 km and 20–50 km of the line of contact. Applications for 2026 will be accepted through the State Agricultural Register in 2027;
🔹 Compensation for land on which fortifications are located. Agricultural producers whose farmland falls within the 50-kilometer high-risk farming zone, as defined by military criteria, are proposed to receive up to 4,700 UAH per hectare;
🔹 Support for relocated enterprises. Compensation of up to 4,700 UAH per hectare is planned. Compensation will be provided for land plots located within the high-risk farming zone. The status of such land plots will be confirmed by a certificate from the State Land Cadastre.
The meeting also addressed the following issues:
🔸 improving tax mechanisms for taxpayers who have relocated from temporarily occupied territories;
🔸 specific aspects of tax accounting for the assets of relocated enterprises that remain in temporarily occupied territories;
🔸 a differentiated approach to taxation in territories along the line of contact;
🔸 expanding the scope of the state program for insuring war risks.
The event was organized as part of a project to support Ukrainian agricultural producers from affected regions, which the All-Ukrainian Agrarian Council is implementing in partnership with the international humanitarian organization Mercy Corps Ukraine.
