The Bakhmut community has joined the DREAM system to implement projects supporting internally displaced persons

In the context of the forced evacuation of residents, the Bakhmut City Military Administration continues to work on solutions to support displaced persons and is seeking new tools and opportunities to ensure decent living conditions for the people of Bakhmut.

The Bakhmut city community has joined the implementation of public investment management reform in Ukraine, which allows communities to transparently form an investment portfolio and attract state and international partners.

The key tool of this reform is the DREAM digital system. It combines all stages of investment preparation, from idea formation to project implementation, and ensures transparency and openness for state institutions and international partners.

To implement the reform at the local level, a specialist responsible for working in the DREAM system has been appointed, and a local investment council and a commission for the distribution of public investments have been created. Sectoral areas of public investment have been assigned to the relevant structural units of the Bakhmut City Council. A medium-term plan of priority public investments for 2026–2028 has been developed, defining the key areas of capital investment and the estimated financing needs.

The Bakhmut community has submitted a project to the DREAM system entitled "Providing housing for residents of the Bakhmut city territorial community (with IDP status) in safe regions of Ukraine" with the aim of attracting additional resources.

The priority is to create decent living conditions for Bakhmut residents and further develop the community. The project has successfully passed all stages of selection, been included in the community's unified project portfolio, and confirmed in the DREAM system as part of the state's sectoral portfolio.
