Business TALK: Employment Program Expert Platform

Published 04 August 2026 year, 15:01

In our new Business TALK: Employment Program Expert Platform series, we answer employers' most frequently asked questions about government employment support programs. We explain legal provisions in a clear and practical way so that you can confidently take advantage of the opportunities offered by the Employment Service.

Today's question: Does compensation stop if an employee is on sick leave?

Answer: No. Temporary incapacity for work is not grounds for terminating compensation, provided that the employment relationship continues and the employer complies with the requirements of the compensation program.

Compensation is not provided to a business entity if any of the following circumstances apply:

  1. The business entity has outstanding debts related to:

  • payment of the single social contribution (SSC);

  • payment of mandatory contributions to the state pension insurance system;

  • wage payments;

  • debts owed to the state or local budget for more than six months.

  1. The business entity is:

  • subject to bankruptcy (insolvency) proceedings under the Code of Ukraine on Bankruptcy Procedures; or

  • undergoing liquidation.

The procedure for providing employers with compensation for hiring registered unemployed persons is established by Cabinet of Ministers of Ukraine Resolution No. 124 of February 10, 2023.
