In July, meetings were held by the Coordination Centers for Civilian Support under the Mariupol, Bakhmut, Volnovakha, and Pokrovsk District State Administrations, as well as 28 military administrations of territorial communities.
Representatives from various departments of the regional state administration participated in the meetings, including the Department of Social Protection, the Department of Education and Science, the Department of Economy, and the Office for Veterans’ Policy, among others.
During the meeting of the Coordination Center for Civilian Support under the Mariupol District State Administration, participants discussed the organization of health and recreation programs for children in the Mariupol district in 2026 and the specifics of the admissions campaign for higher education institutions. University representatives provided information on admission requirements, opportunities for applicants, and mechanisms for exercising the right to benefits. Particular attention was paid to ensuring equal access to higher education for internally displaced persons, combatants, individuals from temporarily occupied territories, and other eligible categories of applicants.
During a meeting of the Coordination Center for Civilian Support under the Bakhmut District State Administration, participants reviewed information on new employment opportunities, vocational training, grant programs, and digital services for internally displaced persons. Special attention was paid to the results of initiatives in the field of veterans’ policy for the first half of 2026, particularly issues related to the social protection of veterans, their rehabilitation, housing provision, and support for the families of fallen Defenders of Ukraine. In addition, the Chasovoyarsk and Siversk communities shared their experiences in organizing sports and wellness events for displaced persons, aimed at improving health, promoting social adaptation, and fostering community cohesion.
At a meeting of the Coordination Center for Civilian Support under the Volnovakha District State Administration, participants discussed mine safety, ensuring the population’s access to administrative services in the context of relocation, the status of the program to support internally displaced persons in the Olginskaya settlement territorial community, and the identification of priority areas of work for the second half of 2026. Special attention was given to problematic issues arising in the district’s territorial communities while providing assistance to the population affected by the armed conflict.
During a meeting of the Coordination Center for Civilian Support at the Pokrovsk District State Administration, participants discussed issues related to the prevention of domestic and gender-based violence, psychological support for internally displaced persons, and the status of organizing health and recreation programs for children in local communities.
In local communities, a number of pressing issues were raised during meetings of the Coordination Centers for Civilian Support, including:
- the implementation of support and integration programs for IDPs and community residents who have relocated to safer regions of Ukraine;
- the status of material assistance provided to certain categories of citizens;
- analysis of citizens’ appeals and the needs of IDPs, as well as the provision of material and humanitarian aid to the population;
- organization of work within the framework of memoranda of cooperation between communities; collaboration with international and charitable organizations, foundations, and partners to provide comprehensive assistance to IDPs;
- the activities of humanitarian centers/IDP support hubs and resilience centers;
- social protection and support for Defenders of Ukraine, their family members, and the family members of fallen (deceased) Defenders of Ukraine;
- psychosocial support and mental health promotion as part of the All-Ukrainian Mental Health Program “How Are You?”;
- completion of the 2025–2026 school year in educational institutions;
- features of the 2026 admissions campaign and ensuring admission conditions for eligible groups of citizens (combatants, internally displaced persons, individuals from the temporarily occupied territories, and others);
- organization of the educational process during the reform of educational programs in the 2026–2027 academic year;
- national-patriotic education for children, as well as initiatives and projects aimed at fostering Ukrainian national and civic identity;
- public awareness campaigns to combat gender-based violence and domestic violence;
- the progress of the 2026 health and recreation campaign for children;
- the organization of medical services for the population and the implementation of the “Health Screening 40+” program;
- the provision of administrative and social services, and the integration of a mediation approach into the social services system;
- issues related to damaged and destroyed property in community territories;
- the implementation of a pilot project to provide housing for internally displaced persons in rural areas;
- changes in the conditions for the payment of pensions, insurance benefits, and state social guarantees;
- organizing employment for internally displaced persons and the state of the labor market;
- the activities of child welfare services under martial law;
- cooperation among communities within the framework of the national project “Side by Side: United Communities.”
Special attention was given to the evacuation of the population—in particular, families with children, residents with limited mobility, and people with disabilities—to safe regions of Ukraine, as well as to ensuring appropriate conditions for their subsequent resettlement and social adaptation.
Based on the results of the meetings, priority areas of work were identified in the fields of social protection, humanitarian support, and psychosocial assistance to the population under martial law, and corresponding instructions were issued based on the issues discussed.
