Does Participation in Publicly Useful Works Count Toward Your Insurance Record?

Today, in our “Questions & Answers” series, we explain whether the period of participation in publicly useful works arranged through an employment center counts toward your insurance record.

Yes. The period during which able-bodied individuals participate in publicly useful works under martial law is counted toward their insurance record. During this period, participants receive wages and the unified social contribution (USC) is paid, which provides grounds for counting this period toward the insurance record for the purposes of pension and other social benefit eligibility.

A fixed-term employment contract is concluded with each person engaged in publicly useful works. They are also covered by labor protection legislation and legislation on mandatory state social insurance.

As of January 1, 2026, payment for a full month of publicly useful works amounts to at least UAH 8,647.
