🔰 As of July 1, 2025, the Pension Fund of Ukraine is entrusted with the functions of assigning and paying state assistance for children suffering from severe perinatal damage to the nervous system, severe congenital malformations, rare orphan diseases, oncological and oncohematological diseases, cerebral palsy, severe mental disorders, type I diabetes (insulin-dependent), acute or chronic stage IV kidney disease, children who have sustained severe injuries, require organ transplantation, or need palliative care — and who have not been officially recognized as having a disability (in accordance with the Law of Ukraine “On State Assistance to Families with Children” dated 21.11.1992 No. 2811-XII and the Resolution of the Cabinet of Ministers of Ukraine dated 27.12.2001 No. 1751 “On Approval of the Procedure for Assigning and Paying State Assistance to Families with Children”).
📌 The assistance is assigned and paid to one of the following legal representatives of the child:
✅ a parent,
✅ an adoptive parent,
✅ a foster parent,
✅ a parent-educator,
✅ a guardian or caregiver,
who permanently resides with and provides care for a child with one or more of the listed diseases or conditions.

📍Conditions for assignment and payment:
🔻 The family’s average monthly income is not considered when assigning the assistance.
🔹 The child must not have an officially recognized disability.
🔹 The assistance is assigned from the date of application and is paid for a period of six months.
🔹 It is assigned regardless of other state assistance being received.
🔹 If the child is officially recognized as having a disability during the assistance period, the payment continues up to the date of disability recognition.
📄 To be eligible, a medical certificate must confirm that the child suffers from one of the qualifying diseases or conditions listed above. The certificate form is approved by Order No. 407 of the Ministry of Health of Ukraine.
⏳ The assistance is paid for the duration stated in the certificate.
💳 Amount of Assistance:
❗ Equal to two subsistence minimums for a child of the appropriate age.
🔸 As of 01.07.2025, the following subsistence minimums apply (as defined by the State Budget of Ukraine):
Children under 6 years — UAH 2,563
Children aged 6 to 18 — UAH 3,196
🔸 Therefore, the assistance amount will be:
For children under 6 years — UAH 5,126
For children aged 6 to 18 — UAH 6,392
📌 The assistance is paid either via:
money transfer through Ukrposhta delivery points based on the place of residence, or
bank transfer to the personal account of the legal representative at an authorized bank.
🔻 Unreceived payments due to delays by the assigning authority are paid at any time without restrictions, based on the subsistence minimum at the time of assignment.
🔻 If the recipient dies, unreceived payments may be claimed by family members living with them at the time of death, or by the child's guardian — within three months after the recipient’s death.
📌 Reasons for termination of payments:
✔ Child is officially recognized as having a disability
✔ Child turns 18 years old
✔ Assistance was assigned based on false information
✔ Recipient is deprived of parental rights
✔ Recipient is imprisoned under a court sentence
✔ Adoption annulled or declared invalid
✔ Guardian/caregiver removed from duty
✔ Death of the child
✔ Death of the recipient
📌 Payments are suspended if:
🔸 The child is temporarily placed in full state care at the request of the recipient
🔸 The child is forcibly removed and placed under full state care, without the parent losing parental rights
🔸 The child is not being cared for
❗ Suspension or termination is enacted by the authorized body starting the month after the qualifying event.
📌 Payments can be resumed from the month after the cause ends — if the application is submitted within a month.
📌 Funds that must be returned may be recovered:
🔹 Voluntarily by the recipient
🔹 With the recipient’s consent, from future payments
🔹 By decision of the paying authority, up to 20% of each monthly payment
🔻 If the funds cannot be returned voluntarily or withheld, they are recovered through court proceedings.

✅ Medical certificate issued by a clinical consultative commission confirming one of the qualifying conditions/diseases

✔ Through authorized persons of local councils or Administrative Service Centers (CNAP)
✔ Electronically via the PFU web portal, mobile app, or the Diia portal
