As of July 1, 2025, the Pension Fund of Ukraine is responsible for assigning and paying state social assistance for orphans, children deprived of parental care, and individuals from among them — including those with disabilities — who are placed in family-type children's homes and foster families (in accordance with Resolution of the Cabinet of Ministers of Ukraine No. 552 dated 26.06.2019).
The assistance is assigned and paid:
To foster parents for each foster child and to caregivers in family-type homes for each child under their care.
Additional Conditions:
🔸 Monetary support is assigned and paid monthly to each caregiver in a family-type home and to one foster parent.
🔸 The assignment and payment of state assistance and financial support are carried out by the Pension Fund of Ukraine based on documents prepared by the Children’s Services. These documents are stored for five years after assistance ends.
🔸 Assistance is provided from the date the child is placed in a family-type home or foster family and continues until the child turns 18. If the child continues their education in a general secondary, vocational (technical), professional pre-higher, or higher education institution, support continues until the age of 23, or until graduation — whichever comes first.
🔸 For individuals with disabilities from among orphans and children deprived of parental care, state assistance is granted regardless of education status and continues until the age of 23.
💰 Amount of Assistance
For individuals (aged 18–23) studying in full-time education:
🔹 2.5 times the subsistence minimum for a working-age person — for orphans and children deprived of parental care who are studying in general secondary or vocational/pre-higher/higher education institutions.
🔹 3.5 times the subsistence minimum for a working-age person — for individuals with disabilities.
For children:
🔹 2.5 times the subsistence minimum for a child of the appropriate age;
🔹 3.5 times the subsistence minimum for a child of the appropriate age — for children with disabilities.
📂 Required Documents:
▫ Completed application form;
▫ Decision from the district administration or city council on the placement of the child into a family-type home or foster family;
▫ Personal identification document;
▫ Child’s birth certificate;
▫ Documents confirming the child’s legal status (orphan, deprived of parental care);
▫ Information from the State Executive Service about the amount of alimony;
▫ Certificate from the educational institution stating the amount of scholarship (if applicable);
▫ Copy of the MSEC conclusion, extract from the ECOMPF decision, or medical report from the LLK of the healthcare institution regarding the child’s disability (in accordance with Ministry of Health regulations).
