The appointment and payment of state social assistance is carried out in accordance with:
🔹 The Law of Ukraine "On State Social Assistance to Persons Not Entitled to a Pension and Persons with Disabilities" dated May 18, 2004, No. 1727-IV;
🔹 The Procedure approved by the Resolution of the Cabinet of Ministers of Ukraine dated April 2, 2005, No. 261.
Who is eligible for assistance?
Assistance is provided to:
🔸 Citizens of Ukraine who permanently reside in its territory;
🔸 Foreign nationals and stateless persons who have moved to Ukraine for permanent residence;
🔸 Refugees or persons in need of additional protection;
🔸 Citizens of Poland who are lawfully residing in Ukraine.
Categories eligible for assistance:
🔹 Persons aged 65 and older who are not entitled to a pension;
🔹 Persons with disabilities (of any group);
🔹 Low-income individuals (except persons with group I disabilities and children of a deceased breadwinner);
🔹 Children of a deceased breadwinner, if the breadwinner did not have the required insurance record.
If a child with a disability is eligible for multiple types of social assistance, they may receive them simultaneously.
Required documents:
▫ Application for assistance;
▫ Passport, taxpayer ID number (RNOKPP), birth certificate (for a child);
▫ Documents confirming guardianship or representation (if applicable);
▫ Income declaration (if required);
▫ Documents confirming relationship to the deceased breadwinner;
▫ Certificate from an educational institution (for children);
▫ Power of attorney — for a representative.
How to submit documents?
You may apply through:
✔ A Pension Fund service center, local government authority, or Administrative Service Center (CNAP);
✔ By post;
✔ Through the Diia portal or the Pension Fund’s e-services web portal;
✔ Via the Pension Fund’s mobile application.
