⚖Ukrainian citizens, foreign nationals, and stateless persons who legally reside in Ukraine and live in residential premises (houses) are eligible to receive a housing subsidy.
ℹA subsidy can be issued at the place of registration or actual residence.
If a family lives in a rented home, the subsidy is granted based on a rental agreement; internally displaced persons (IDPs) can apply based on their IDP certificate.
List of required documents for a housing subsidy application:
🔹 Application for the appointment of a housing subsidy;
🔹 Declaration of income and expenses of the persons applying for the subsidy;
🔹 Rental (lease) agreement — if applicable;
🔹 Copy of the agreement on the restructuring of debt for utility payments — if applicable;
🔹 Certificate of income (if certain income is declared but not available in the Pension Fund or State Tax Service databases);
🔹 Certificate of internally displaced person (if applying at the actual place of residence);
🔹 Other documents as required by current legislation, if necessary.
If needed, applicants may provide additional documents relevant to the case — for example, proof that a person does not reside at their registered address (certificates or extracts confirming actual residence, etc.).
The applicant must present a passport or temporary ID card of a citizen of Ukraine.
Ways to submit documents:
✔️ Online — via the web portal of the Pension Fund of Ukraine, the mobile app “Pension Fund”, or the Diia portal;
✔️ By mail — sent to the local Pension Fund office;
✔️ In person — through a selected service center of the Pension Fund of Ukraine, authorized officials of local councils, or Administrative Services Centers (CNAPs).
The subsidy is assigned to one family member in whose name the utility bills are issued.
