The government has decided to expand the scope of the state mortgage program eOselya. Internally displaced persons and residents of frontline territories can take advantage of state compensation for the purchase of housing under the єОселя program (Resolution of the Cabinet of Ministers of Ukraine No. 998 of August 13, 2025 — https://t1p.de/s4cm2).
What does the new support mechanism provide for?
◽️ Up to 70% of the down payment (but not more than 30% of the cost of housing);
◽️ Up to 70% compensation for monthly payments in the first year of the loan;
◽️ up to UAH 40,000 to cover related expenses — commissions, fees, and insurance payments.
Restrictions on housing:
◽️ maximum cost — up to UAH 2 million;
◽️ age restrictions depend on the region (from 3 to 20 years).
Who can apply:
◽️ IDPs registered in the state database;
◽️ citizens registered in frontline regions.
Applications can be submitted via the Diya app. The decision is made by the program's partner bank.
Compensation application procedure:
1. Submit an application for eOselia in the Diya app.
2. Receive a positive decision and select a bank to receive a loan.
3. Provide the bank with the necessary documents and an application for compensation from the state.
4. The bank forwards the application to the Pension Fund of Ukraine.
5. The Pension Fund checks the submitted data for compliance with the terms of the compensation program.
6. After confirmation, you can apply for a loan with compensation.
Important!
◽️ The PFU will only transfer the funds after the IDP has paid the first 30% installment. Subsequent monthly payments, 30% from the individual and 70% from the state, will be made according to a schedule set by the bank.
◽️ While receiving this compensation, you cannot simultaneously receive monthly ID living assistance or a rental subsidy.
◽️ In case of late payments, the payment of state assistance is suspended until the debt is repaid.
