On July 23, a seminar was held with representatives of district and local military administrations in Donetsk Oblast to discuss current issues in medium-term budget planning at the local level and the application of the program-targeted approach in the budget process. More than 350 specialists from Donetsk Oblast participated in the seminar.
The event also addressed the following issues:
- documentation of management information;
- maintaining primary personnel records in frontline communities where temporary control centers (TCCs) are located;
- reforms of public investment management at the local level: mechanisms for implementing public investment projects (PIPs) using state and local budgets as well as funds from international organizations;
- the transformation of municipal enterprises in the context of implementing the provisions of the Law of Ukraine “On the Specifics of Regulating the Activities of Legal Entities of Certain Organizational and Legal Forms During the Transition Period and Associations of Legal Entities”;
- the declaration and registration of military personnel’s place of residence;
- the organization and conduct of the “Young Person of the Year” competition;
- health and recreation programs for children in need of special social attention and support;
- implementation of the Procedure for the Use in 2026 of Subvention Funds from the Regional Budget to the Budgets of Territorial Communities in Donetsk Oblast to Reimburse the Cost of Travel to a Children’s Health or Recreation Facility for Children in Need of Special Social Attention and Support, and children raised in families with children, including those who have a declared/registered place of residence (stay) within the territory of Donetsk Oblast and have been displaced (evacuated) beyond its borders;
- chronic sleep deprivation under martial law;
- maintaining a register of addresses in the Unified Electronic System for the Construction Sector.
The seminar was organized and conducted by the Department for Coordination with Local Self-Government Bodies in collaboration with relevant structural units of the Regional State Administration, the State Archives of Donetsk Oblast, the Donetsk Oblast Territorial Center for Recruitment and Social Support, the Main Directorate of the State Migration Service of Ukraine in Donetsk Oblast, and the Donetsk Oblast Center for Social Services.
