A webinar was held for representatives of Donetsk region on the analysis and evaluation of local programs for internally displaced persons.

 On May 28, 2025, a webinar for IDP Councils was held titled "Analysis and Evaluation of Local Target Programs Regarding the Consideration and Satisfaction of IDP Needs".

Among the participants were representatives of the Department of Social Protection of the Population of the Regional State Administration, local self-government bodies, members of the Council on Internally Displaced Persons under the Donetsk Regional State Administration, the Regional Military Administration, and members of local IDP Councils.

The webinar was conducted with the support of the organization "Charitable Foundation 'Stabilization Support Services'" and the support of the UN Refugee Agency in Ukraine (UNHCR) and the Council of Europe Project "Facilitating Access to Human Rights and Basic Services for Internally Displaced Persons and Persons Returning to Ukraine", which is implemented within the framework of the Council of Europe's Action Plan for Ukraine for 2023–2026 "Resilience, Recovery, and Reconstruction".

During the event, participants learned:

  • why it is important to evaluate local target programs in the context of the needs of displaced persons;
  • what criteria exist for the effectiveness of programs in the context of IDP needs;
  • what practical aspects exist for organizing evaluations and applying tools for analyzing local target programs.

Participants exchanged experiences and examples of evaluating local target programs supporting IDPs, and became familiar with the Methodological Recommendations for conducting analysis and evaluation of local target programs regarding the consideration and satisfaction of IDP needs, presented by the trainers of the webinar – consultants of the Council of Europe project.

They discussed the role of IDP Councils in the development and approval of city support and integration programs for internally displaced persons; ways of cooperation with government authorities on this issue and the experience of positive and systemic changes at the level of territorial communities.
