At the initiative of the Office of the President, a training session was held for members of the Donetsk Oblast Regional Youth Congress. Speakers at the event included experts from the finance departments of city, village, and town military administrations.
During the sessions, participants examined in detail the main stages of the budgeting process at the local level, the specifics of forming community budget revenues and expenditures, and the mechanism for intergovernmental budget transfers. Experts explained the sources of community funding and the priority needs—in accordance with the powers of local authorities—toward which these funds are directed, including under martial law. The theoretical material was examined using specific indicators of the territories’ socioeconomic potential, demonstrating the impact of a full-scale invasion on communities’ financial capabilities.
The training took place in the format of an open dialogue: youth leaders had the opportunity to ask relevant questions and receive expert explanations from practitioners.
This intensive training program is an important stage in the preparation of youth ambassadors. The members of the Congress will apply the knowledge they have gained during educational meetings with 10th- and 11th-grade students, where they will explain to high schoolers the structure of the budget, the financial resources that fund local budgets, and the specifics of how military administrations operate during wartime.
