The heating season ends in April, which means that from May 1 to September 30, housing subsidies in Ukraine will be calculated for the non-heating season.
Housing subsidies and utility benefits for the non-heating season will be automatically reassigned for the vast majority of recipients, provided that there have been no changes in their property status or household composition.
However, certain categories of citizens must обязательно apply for a subsidy for the non-heating season:
🔹 those receiving a housing subsidy for renting accommodation and paying utility services;
🔹 those receiving a housing subsidy at their actual place of residence as internally displaced persons (IDPs);
🔹 households where the number of actually residing registered persons is smaller than the number of registered persons;
🔹 subsidy recipients whose household includes declared persons.
In addition, individuals who are eligible for the payment but whose subsidy amount during the heating season was UAH 0.00 must also reapply.
If such households intend to receive a housing subsidy for the non-heating season (from May 1 to September 30), their representatives must submit newly completed applications and declarations to the Pension Fund of Ukraine in any convenient way.
It is important to remember: if the application is submitted within two months from the start of the non-heating season, the housing subsidy will be assigned from the beginning of that season, but not earlier than the date the right to receive it arose.
If the housing subsidy is assigned from the beginning of the non-heating season, the calculation will take into account the average monthly total income for the third and fourth quarters of the previous calendar year. At the same time, pension payments are considered based on the accrued pension amount for March of the current year.
