Deputy Head of Donetsk Region Ihor Boiko took part in an expanded meeting of the Coordination Headquarters for Evacuation Measures and Effective Response to Mass Displacement of the Population, organized by the Ministry of Community and Territorial Development of Ukraine.
The event was chaired by Deputy Prime Minister for the Restoration of Ukraine – Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba.
During the meeting, key issues were discussed regarding the improvement of mechanisms for evacuating the population from areas under constant threat, as well as increasing the effectiveness of responses to mass displacement of citizens within the country.
Ihor Boiko informed the participants about the situation in Donetsk region, the progress of evacuation measures, and the communities' need for additional support. Particular attention was paid to interagency cooperation, logistical support, and the creation of conditions for the timely and safe evacuation of the population.
Igor Boiko also reported on the status of transit centers and evacuation points, their preparation for the fall and winter period, the involvement of social workers, and the placement of necessary information materials for citizens. He noted the functioning of transit evacuation points established by the regional state administration in cooperation with the Dnipropetrovsk and Kharkiv regional military administrations in the cities of Pavlohrad and Lozova. Particular attention was focused on organizing the movement of the population in connection with the suspension of train traffic by JSC Ukrzaliznytsia and the creation of a bus logistics hub to ensure the smooth transit of evacuated citizens.
Due to the significant deterioration of the security situation and the destruction of infrastructure, long-distance and suburban passenger train traffic through the Donetsk region has been completely suspended since November 4, 2025. The final stop for trains bound for Kramatorsk is currently the city of Barvinkove in the Kharkiv region. As of today, further transportation of passengers from the Barvinkove station is provided by road carriers, which allows for the continuity of evacuation routes.
Igor Boiko also stressed that participation in such a meeting allows the region to strengthen coordination with central authorities and respond more quickly to challenges caused by the state of war.
