Donetsk region presented proposals for the draft of the new Law of Ukraine “On Sports”

On March 4, in Kyiv, at the Ministry of youth and sports of Ukraine, a discussion of the key provisions of the draft Law of Ukraine “On Sports” was held with the participation of representatives of the regions of the state.

The event, moderated by deputy minister of youth and sports of Ukraine Serhiy Tymofeyev, was attended by delegations from Donetsk, Dnipropetrovsk, Zaporizhzhya, Odesa, Kherson, Kirovohrad and Mykolaiv regions.

Donetsk region was represented by: deputy head of the Donetsk regional state administration Igor Boiko, head of the Department of physical culture and sports of the Regional state administration Volodymyr Mytsyk, director of the School of higher sports excellence Kristina Rusinova, director of the Donetsk regional center for sports medicine Anton Didenko, director of the Donetsk regional center for physical health of the population “Sport for all” Serhiy Golovchenko, head of the youth and sports department of the Mariupol city council Yuriy Tokhtar, head of the Department for family, youth, physical culture and sports of the Sloviansk city military administration Oleksandr Mishchenko, director of the Pokrovsk children's and youth sports school Ihor Yurkin, director of children's and youth sports school No. 1 of the Kramatorsk city council Anatoliy Lepkov.

The sports community of Donetsk region presented its proposals for the draft Law of Ukraine “On Sport.” They concern the further development of reserve sports, sports medicine, and the functioning of children's and youth sports schools.

In particular, it is proposed to:

  • include provisions on the development of reserve sports in the draft law or bring regulatory acts governing the procedure for creating and maintaining reserve sports teams into line with the draft law;
  • make it mandatory to undergo a medical examination and obtain a permit to participate in sports;
  • establishing a precautionary rule that would make it impossible to liquidate a sports organization without creating equivalent conditions for sports activities within the relevant territorial community.

During the lively discussion, special attention was paid to the transition from a stable system of children's and youth sports schools to a club model, the continued functioning of sports clubs, the development of adaptive sports as an important tool for the physical and psychological rehabilitation of war veterans, the prospects for the digitalization of sports, and the need to strengthen regional branches of national sports federations.

The draft Law of Ukraine “On Sport” is generally aimed at overcoming outdated mechanisms of management in the sector, creating conditions for increasing the level of physical activity among various segments of the population, and further decentralizing the management system. The basis of the modern European model of sport, to which Ukraine is gradually transitioning, is strong sports clubs, autonomous federations, and effective governance.

Summing up the meeting, deputy minister of youth and sports of Ukraine Serhiy Tymofeyev noted that within the framework of public discussions in the regions of the state, more than 90 proposals for the draft Law of Ukraine “On Sports” have already been formed. Further consultations with national sports federations are ahead, which will allow taking into account the opinions of all experts in the field and forming a modern legislative document aimed at ensuring the effective development of physical culture and sports in Ukraine.
