On February 19, entrepreneurs from Donetsk region learned about opportunities to participate in the “Energy Support for Sole Proprietors” program during an online meeting held on the “Dialogue Between Government and Business” platform.
The conditions for obtaining funding, the application procedure, and practical aspects of project implementation were presented by Oleh Klymovych, Head of the Employment Programs Implementation Department of the Donetsk Regional Employment Center.
The focus of the discussion was ensuring the energy resilience of small businesses under martial law and unstable electricity supply. The speaker explained that the program provides financial assistance for the purchase of equipment for autonomous or backup power supply, including:
• generators of appropriate capacity;
• charging stations and energy storage systems;
• solar panels and related equipment;
• other technical solutions that ensure uninterrupted business operations.
Individual entrepreneurs (sole proprietors) may participate in the program if they meet the following criteria:
• are single tax payers of Group 2 or 3;
• registered as sole proprietors no later than December 1, 2025;
• employ at least one hired worker under an officially registered employment contract;
• have no arrears in paying the single social contribution (SSC).
Funds may be used for any energy-related needs: from fuel for generators to solar panels, batteries, inverters, their installation, or payment for electricity supply services. The program runs from February to March 2026.
Oleh Klymovych provided a step-by-step explanation of the participation mechanism — from preparing a justification for the need for energy equipment to compiling the required document package and fulfilling obligations after receiving support.
