The Government has approved the procedure for paying pensions and insurance benefits to individuals temporarily residing outside Ukraine (Resolution of the Cabinet of Ministers of Ukraine No. 299 of 11 February 2025).
❇️ The procedure defines the mechanism for pension and insurance payments, in particular to persons who stay outside Ukraine for at least 183 days (including days of departure and arrival) during a calendar year, or who have obtained temporary protection or refugee status abroad due to the aggression of the Russian Federation, and who have not applied for permanent residence abroad under Article 4 of the Law of Ukraine “On the Procedure for Departure from Ukraine and Entry into Ukraine of Citizens of Ukraine.”
✅ For beneficiaries temporarily residing outside Ukraine, the payment of pensions/insurance benefits is carried out provided the person completes physical identification by 31 December of each calendar year.
👉 The following are considered equivalent to physical identification:
✔️ authorization in the personal electronic account on the PFU web portal using a remote qualified electronic signature “Diia.Signature” (“Diia ID”) created through the mobile application of the Unified State Web Portal of Electronic Services (Diia);
✔️ identification via a videoconference conducted by a territorial office of the Pension Fund of Ukraine in accordance with legal requirements;
✔️ sending to the territorial office of the Pension Fund of Ukraine, by registered mail or mail with declared value, a document confirming that the individual is alive, along with a written application requesting continuation of pension/insurance benefit payments, made in free form.
📎 An application for continuation of pension/insurance payments, together with a scanned copy of the document confirming that the individual is alive (which must correspond to the original and have a clear, legible image of the full text and all requisites), may be submitted via the PFU web portal using a qualified electronic signature.
❗️Important! Beneficiaries who have left the temporarily occupied territories must notify the Pension Fund if they are not receiving pensions or social payments from the Russian Federation.
