Temporary Assistance for Children Deprived of Parental Care and Temporarily Placed in the Families of Relatives, Acquaintances, Foster Families, or Family-Type Children's Homes under the “Child Is Not Alone” Program
Starting from July 1, 2025, the Pension Fund of Ukraine is responsible for the assignment and payment of temporary assistance for children who have been officially recognized as deprived of parental care and temporarily placed with relatives, acquaintances, foster families, or family-type children's homes under the “Child Is Not Alone” initiative (in accordance with the Cabinet of Ministers Resolution No. 331 dated March 22, 2024, "Certain Issues Regarding Adoption Activities and the Placement of Orphans and Children Deprived of Parental Care, and the Social Protection of Children Left Without Parental Care").
📌 Assistance is provided to:
An individual with whom the child(ren) — officially recognized as deprived of parental care — has been temporarily placed, permanently residing in Ukraine (excluding persons residing in territories temporarily occupied by the Russian Federation or in areas of active/ongoing hostilities, as defined by the Ministry of Reintegration, or those currently residing abroad).
📄 Required Documents:
🔸 Application (standard form);
🔸 Identity document;
🔸 Taxpayer Identification Number (RNOKPP);
🔸 Birth certificate (for children under 14);
🔸 Copy of the order from the Child Services Department on temporary placement of the child;
🔸 Medical certificate for a child with a disability under 18 years old, issued in accordance with Ministry of Health procedures (if the child is disabled).
📬 How to Submit Documents:
✔ At a Pension Fund of Ukraine service center;
✔ Through authorized representatives of the executive body of the village, settlement, or city council of the relevant territorial community, or through a CNAP (Administrative Service Center);
✔ Electronically via:
the Pension Fund's e-services web portal,
the Pension Fund mobile app,
or the Diia portal.
