On October 15, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 1289, “Certain Issues Regarding the Implementation of a Pilot Project to Launch the All-Ukrainian Project ‘Carpathian Shift’ to Support Children from Frontline Regions of Ukraine.”
The initiative is aimed at the psychological, physical, and social recovery of children living in frontline regions who have been affected by the war.
The resolution establishes mechanisms for organizing the psychosocial recovery and development of children from frontline territories, namely in the Dnipropetrovsk, Donetsk, Zaporizhzhia, Luhansk, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson, and Chernihiv regions, in a safe environment where they will have the opportunity to recharge, improve their physical health, receive psychological support, and interact with their peers. Special attention is given to sports, teamwork, active recreation, and guidance from professional educators.
The pilot project will be implemented at facilities located in the Volyn, Zakarpattia, Ivano-Frankivsk, Lviv, Rivne, Ternopil, Khmelnytskyi, and Chernivtsi regions.
The project was initiated through the establishment of cooperation between Ukraine’s frontline regions and the Carpathian regions.
An important part of the project will be the opportunity for children to participate in sports activities, interact with famous athletes, learn to work as a team, and make new friends and like-minded peers.
“Carpathian Camp” is designed to help children affected by the war feel cared for and supported, restore their emotional well-being, and regain a sense of safety and confidence. Creating a supportive environment for development, social interaction, and active leisure is an important step toward ensuring that every child has the opportunity to experience the joy of childhood once again.
The Donetsk Regional State Administration invites you to take advantage of this opportunity to ensure children’s psychosocial recovery and development in a safe environment.
For questions regarding access to psychosocial recovery and development services for children, we recommend that parents (or guardians) contact the social protection agencies of the territorial communities in the Donetsk region.
