The household of an internally displaced person (IDP) renting accommodation includes all persons living in the rented premises who are related to the tenant by family ties:
✔ husband, wife, children, stepson, stepdaughter, foster children, children raised by foster parents in family-type children’s homes, adopted children, children under guardianship or custody, children studying full-time or under a dual education system in general secondary, vocational (vocational-technical), professional pre-higher, or higher education institutions (including those studying online) until they reach the age of 23 and have no families of their own, as well as adult children who are unmarried;
✔ children with disabilities after reaching the age of 18 until they are recognized as persons with disabilities from childhood in groups I and II;
✔ persons with disabilities from childhood in groups I and II or persons with disabilities in group I living with their parents;
✔ incapacitated parents of the husband/wife living with them and fully dependent on them due to the absence of their own income;
✔ a person living with a single person with a disability in group I and providing care for them;
✔ a woman and a man who are not married but live as a family, and/or persons whose fact of living as a family has been established by a court, or persons not related by family ties (including a minor child not belonging to the tenant’s family).
A household may consist of a single tenant.
The following persons are not included in the household:
🔹 those in full state care;
🔹 those who, during the period when the rent subsidy is granted (a rent subsidy is provided for six months), study full-time and live in a dormitory for more than three months;
🔹 those who do not live with the tenant and are not connected by a shared household (as confirmed by information from the State Migration Service database) or are abroad, missing, deported from Ukraine, held captive, serving in the military for more than 30 consecutive days as of the 1st day of the month from which the rent subsidy is granted.
❗ The household composition of the tenant is determined on the date of applying for the housing rent subsidy and is recorded in the application.
The list of persons included in the household is defined in paragraph 4 of the Procedure for Implementing the Pilot Project on Providing Subsidies to Cover the Cost or Part of the Cost of Renting Residential Premises and Compensating Part of the Personal Income Tax or Single Tax and Military Levy, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1225 of October 25, 2024.
