Digital Literacy Month 2025: how to improve your digital skills with Dія.Osvita

Ukraine has one of the highest levels of internet coverage in Europe — 93.8% of citizens have access to the internet at home, and 81% of Ukrainians believe that digital skills help the economy grow.

At the same time, despite the fact that 93% of adults have already mastered basic digital skills, only 38% have a high level of digital literacy. That is why we traditionally declare November to be Digital Literacy Month. This is a nationwide initiative that has been run by the national project Dія.Освіта since 2021. The goal is to teach Ukrainians to use technology confidently and improve their online security.

How you can join Digital Literacy Month on the Dія.Освіта platform:

  • watch educational series and short skill-building videos about AI, cyber hygiene, and media literacy, as well as learn about career opportunities in IT;
  • take the Digitogram, a detailed national digital literacy test containing 90 questions;
  • take the Cybergram, a 15-question short test to check your online safety.

We invite teams from businesses, media, communities, and educational institutions to support the initiative and spread the word about Digital Literacy Month.

During Digital Literacy Month, we will also present an updated study of Ukrainians' digital skills, conducted with the support of the Swiss-Ukrainian EGAP Program, implemented by the Eastern Europe Foundation. The study will show how digital behavior, attitudes toward technology, and online security skills have changed.

Dія.Освіта — an ecosystem of digital knowledge

In 2019, the Ministry of Digital Transformation identified digital literacy as one of four strategic goals, alongside the digitization of services, expanding access to high-speed internet, and increasing the share of IT in GDP. In 2020, the Dія.Digital Education platform was launched, initiating a culture of digital skills development among Ukrainians.

Today, the updated Dія.Education is a national ecosystem of relevant knowledge and skills, with over 2.9 million users registered and nearly 5 million certificates issued. The platform is moving to a new level — from an educational media library to an AI-powered ecosystem, Dія.Освіта, which will be comprehensive, personalized, and adaptable to the needs of each user.

The first artificial intelligence tools will be the AI navigator, a personal educational guide that will help determine the educational path, and the AI assistant, an interactive learning assistant.

The most popular learning topics:

  • Cyber hygiene — 1.1 million views
  • Barrier-free literacy — 557,000 views
  • Digital skills — 472,000 views
  • Re/Upskilling — 266,000 views
  • Anti-corruption literacy — 254,000 views

These areas help Ukrainians not only improve their digital literacy, but also develop critical thinking and professional skills to remain competitive in the global and local labor market.

The strategic partner of the Diia.Osvita platform is the Swiss-Ukrainian EGAP Program, implemented by the Eastern Europe Foundation. The platform was updated in 2023 on the initiative of the Ministry of Digital Transformation with the support of Google.org. The partner of Digital Literacy Month is the Dія Support Project, which is implemented by the United Nations Development Programme (UNDP) in Ukraine with funding from Sweden.
