Ukrainians who have suffered due to Russian aggression since February 24, 2022, have the opportunity to submit another category of claims for compensation to the international Register of Damages: A3.2 Damage or destruction of non-residential real estate.
In total, as of today, 10 categories have been opened for submitting claims to the register:
- A1.1 Forced internal displacement
- A2.1 Death of a close family member
- A2.2 Disappearance of a close family member
- A2.3 Serious bodily injury
- A2.4 Sexual violence
- A2.5 Torture or inhuman or degrading treatment or punishment
- A2.6 Deprivation of liberty
- A2.7 Forced labor or service
- A3.1 Damage or destruction of residential real estate
- A3.2 Damage or destruction of non-residential real estate
Now, Ukrainians who were forced to leave their homes due to the war and became internally displaced persons, lost their residential and non-residential real estate, and those who experienced some of the most severe and traumatic violations by the aggressor state, have the opportunity to submit an application to the Register.
Applications are submitted by applicants exclusively through the Diia web portal, which provides a simplified and accessible way to submit applications to the Register. In the future, applications from individuals will also be able to be submitted through administrative service centers.
No fee is charged for submitting an application to the Register and none is anticipated in the future.
It is important to understand that the Register is not a court, tribunal, compensation commission, or compensation fund. It will not consider the applications submitted to it on the merits, will not assess their value, and will not assign any payments. These functions will be performed by an international compensation mechanism that will be created in the future. The Register is only the first step towards such a mechanism. Work on creating the compensation mechanism has already begun, and the mandate of the Register includes facilitating this work.
