Submit applications to the Register of Losses — a new category regarding destroyed property has been added.

Published 15 May 2025 year, 12:46

Have you lost non-residential real estate due to the war after February 24, 2022? Submit a compensation application to the Loss Register through the Diia portal.

The Loss Register has started accepting applications under the category A3.2 "Damage or destruction of non-residential real estate", so that Ukrainians can receive compensation for the damage caused by Russia.

Applications are accepted from owners and co-owners of damaged or destroyed non-residential property. If the property has multiple co-owners, each must submit a separate application.

What is needed to submit an application to the Loss Register

You only need to answer the questions and provide the information requested at all steps during the application submission on the Diia portal. Some information will be taken from the registers and will automatically populate the application during completion, while some will need to be entered manually.

If the property is not registered in the State Register of Property Rights, please attach the following documents when filling out the application:

  • application for registration in the State Register of Property Rights;
  • decision on the refusal of registration;
  • document confirming the acquisition of ownership of the object submitted with the registration application.

If an assessment of the destroyed or damaged property was conducted, including an expert assessment, please provide the documents related to that assessment.

You will also need:

  • documents confirming the amounts spent on the repair of the object: contract for repair work, invoices or receipts for their payment, etc., if you made repairs in the premises (if available);
  • document confirming the presence of another citizenship (if you have more than one citizenship);
  • if you belong to one of the subgroups (for example, military, medical worker, critical infrastructure worker, etc.), a document confirming such affiliation. This can include service IDs, employment contracts, orders, etc.

How to submit an application to the Loss Register

Fill out the application form A3.2 "Damage or destruction of non-residential real estate" on the Diia portal and attach all necessary documents. In a few minutes, your application will be sent to the international Loss Register for further processing. Subsequently, the application will be forwarded to the established compensation commission, which will review it and assign compensation.
