Daria Tkachenko, a participant in the regional “Young Person of the Year – 2026” competition in the “Power of Management Decisions” category
Daria Tkachenko was born in Donetsk, but was forced to leave her home due to the war. After moving to the Pokrovsk District, she began her career in local government as an administrator at the Shakhivska Village Council’s Administrative Service Center.
With the start of the full-scale invasion, Daria took over as head of the Center. Due to security concerns, the facility had to be relocated, but the team managed to maintain operations fully and adapt them to the conditions of martial law. Even while evacuated, the Center continues to provide uninterrupted services to citizens who have lost their homes, are applying for government assistance, or are replacing lost documents.
In addition to managing the Center, Daria serves on the commission reviewing claims for compensation for damaged or destroyed property. She also analyzes practical problems in the public services system and advocates for their resolution at professional forums and conferences.
In early 2026, the team’s effectiveness was recognized at the national level: the Shakhivska Village Council’s ASC received the “Effective ASC – 2026” honorary award from the Ministry of Digital Transformation of Ukraine and the EGAP Program.
Daria considers her main goal to be ensuring that public services are accessible to every community member under any circumstances. She plans to continue developing the administrative services system by implementing modern digital solutions.
