Ruslana Lepskaya is an example of a new-generation leader for whom today’s challenges have become a catalyst for growth. Having risen from the position of lead specialist to head of the Youth and Sports Department of the Ocheretine Military Administration, she was able not only to preserve but also to radically transform the community’s youth programs after 2022.

By shifting activities to a hybrid format, Ruslana brought together young people scattered across various cities in Ukraine. Under her leadership, over a hundred diverse projects have been implemented—ranging from the art therapy space “ARTmosfera” to large-scale sports tournaments. Thanks to her efforts, the Ocheretine community was the first among displaced communities in the Donetsk region to introduce interregional soccer and volleyball tournaments, and in 2026, it earned the honorary title of “Sports Community of the Year.”

Ruslana is the driving force behind the creation of the Youth and Coordination Councils, as well as strategic programs for patriotic education and support for gifted youth. By actively engaging charitable foundations and civic organizations, she provides young people with free opportunities for personal development, health improvement, and informal education.

Through her own efforts, Ruslana Lepskaya demonstrates that even in the most difficult times, active youth policy and sports can unite people, maintain cohesion, and inspire hope for the future.
