Veterans are entitled to a range of free medical services. These include dental treatment and dentures, prosthetics, and medical examinations.
The following dental services are available free of charge:
- initial examination;
- X-ray examinations;
- treatment of caries and its complications;
- treatment of traumatic and non-traumatic tooth damage;
- restoration of the anatomical shape of teeth;
- tooth extraction;
- removal of calculus from the surface of teeth;
- tooth splinting;
- pain relief;
- emergency medical care if necessary;
- barrier-free access.
Dental prosthetics services include:
- patient examination;
- diagnostics – examination, X-ray, orthopantomography as indicated;
- manufacturing and installation – metal-ceramic, clasp, acrylic, nylon prostheses, inlays;
- treatment – processing of supporting teeth;
- anesthesia at all stages;
- correction, polishing, adaptation to prostheses.
- emergency care if necessary;
- barrier-free access.
Steps for obtaining dental treatment or dentures:
- Consult a dentist for dental treatment.
- Obtain a referral for dental prosthetics from your dentist and contact a medical facility that has a contract with the National Health Service of Ukraine.
- Write a statement and present the originals of your passport, identification code, and certificate confirming your status (combatant, person with a war-related disability, military personnel).
The scope of treatment and number of teeth is determined by the dentist, taking into account the individual needs of the patient.
The cost of services covered by the state:
- Dental treatment — up to 24,952 UAH per tooth.
- Dental prosthetics — up to 34,966 UAH per tooth.
If additional treatment is needed, veterans can apply again, and the state will cover the cost of services once more.
Dental prosthetics services are available at 45 medical institutions in Ukraine that have a contract with the National Health Service of Ukraine in this area (see the online map: https://edata.e-health.gov.ua/e-data/dashboard/pilotnyi-proekt-zuboprotezuvannia-map).
Free prosthetics for veterans
Veterans can take advantage of the state program for free prosthetics.
Steps to get prosthetics:
1. Get a referral:
- multidisciplinary rehabilitation team (MDRT);
- expert team for assessing a person's daily functioning;
- medical advisory commission (MAC);
- military medical commission (MMC).
2. Submit an application for prosthetics:
- All data will be automatically retrieved through the Social Portal of the Ministry of Social Policy. Link: https://soc.gov.ua/welcome
- At the Administrative Services Center.
- At the regional office of the Social Protection Fund for Persons with Disabilities. Link: https://www.ispf.gov.ua/pro-fond/regionalni-viddilennya
- Online through the electronic office for persons with disabilities ek-cbi.msp.gov.ua. A referral for prosthetics will subsequently appear in this same office.
- To the structural unit for social protection of the population of the territorial community.
- To the executive body of the village, settlement, or city council.
You can submit your application regardless of your place of residence — in person, through an employee of the Social Protection Fund for Persons with Disabilities, or through a social worker at the facility where you are undergoing treatment or rehabilitation. 3. After receiving a referral, select a company.
This can be done using the list of companies: https://www.ispf.gov.ua/diyalnist/zabezpechennya-tehnichnimi-zasobami-reabilitaciyi or the dashboard: https://www.ioc.gov.ua/en/analytics/protezni-pidpryyemstva.
Specialists from the selected company will take all measurements and select a product.
4. Receive the product
- try on the prosthetic or orthopedic device;
- you will be taught how to use the device;
- you will be given recommendations on care and use.
- To obtain a highly functional prosthesis, you need:
- a conclusion confirming the need for prosthetics, but if you have a document issued by the LCC or VLC before December 19, 2024, you do not need to obtain a conclusion;
- a Ukrainian passport;
- an identification code;
- an extract from the order of the commander of the military unit (head of the territorial unit) or a certificate of the circumstances of the injury.
To obtain a prosthesis for sports, you will also need:
- a letter from the Ministry of Defense, the Ministry of Internal Affairs, the Ministry of Veterans Affairs, and the Ministry of Youth and Sports confirming the participant's participation in sporting events and competitions;
- copies of the protocols of sporting events or competitions confirming participation in the relevant sport or sports.
The state covers expenses based on maximum prices. For veterans, these amounts are tripled, except in cases involving highly functional prostheses.
If the prosthesis costs more, the difference can be paid independently or with the help of other sources.

Free medical examination
Veterans are entitled to a free medical examination.
1. With a doctor's referral:
Contact your family doctor or attending physician — they will provide a referral. With this document, treatment will be free of charge.
2. In case of hospitalization by ambulance:
If you are taken to a medical facility on an emergency basis, medical care will also be free of charge — no referral is required.
3. In an emergency:
If you go to the hospital on your own in a critical condition, you will receive free care without a referral.
In all cases, the Medical Guarantees Program applies.
What is included in the medical examination package?
- complete blood count with leukocyte formula (erythrocytes, hemoglobin, hematocrit, thrombocytes, leukocytes, basophils, eosinophils, segmented neutrophils, stab neutrophils, lymphocytes, monocytes);
- complete urine analysis, specific gravity, protein, glucose, erythrocytes, leukocytes, epithelial cells, casts, salts, bacteria, acetone (ketone bodies);
- glucose in whole blood;
- total cholesterol.
Rapid tests: for pregnancy, troponin, HIV, viral hepatitis B and C, SARS-CoV-2 antigen, etc.
If the patient needs other laboratory tests, the family doctor must provide an electronic referral.
The following tests are guaranteed free of charge:
- Comprehensive clinical and biochemical blood tests;
- Morphological examination of blood cells;
- Blood type and Rh factor;
- Lipid profile;
- Rheumatological and acute phase indicators;
- Coagulation hemostasis;
- a range of vitamins (A, B6, B9, B12, D, E);
- glycosylated hemoglobin;
- 17-KS urine;
- feces for occult blood and helminths;
- cerebrospinal fluid examination;
- oncological markers;
- molecular genetic studies (for the diagnosis of hepatitis B and C, tuberculosis, neoplasms, etc.);
- measurement of blood tryptase;
- a number of bacteriological studies (bacterial cultures from the ear, nose, staphylococcus, etc.);
- immunological tests to detect infectious and non-infectious diseases;
- cytology;
- histology;
- a series of hormonal tests (T3, T4, TSH, insulin, etc.).
Veterans are also entitled to free tests during inpatient treatment. No referral is required:
- electrocardiography;
- otoscopy;
- peak flow measurement/spirometry;
- visual acuity measurement.
- If the medical facility has the appropriate equipment, the following examinations will be free of charge:
- X-ray, including computed tomography;
- MRI;
- scintigraphy;
- gastroscopy;
- duodenoscopy;
- rectomanoscopy;
- colonoscopy;
- cystoscopy;
- arthroscopy;
- hysteroscopy;
- bronchoscopy;
- colposcopy;
- electrocardiography (ECG);
- electroencephalography (EEG);
- spirography;
- Holter monitoring;
- a range of ophthalmological examinations (ophthalmometry, ophthalmoscopy, etc.);
- hearing tests (audiometry, tympanometry, etc.).
