In Donetsk Oblast, participants discussed the specifics of the permitting system and licensing

On August 6, as part of the regional platform “Dialogue Between Government and Business”—established at the direction of Ukrainian President Volodymyr Zelenskyy—an online meeting was held on the topic “Specifics of the Permitting System and Licensing.” More than 80 representatives of businesses, state authorities, and local governments in the Donetsk region participated in the event.

Representatives of the State Regulatory Service of Ukraine served as experts at the meeting. The specialists discussed the specifics of the permitting system and licensing in the sphere of economic activity, particularly under martial law. During the meeting, they clarified current legal requirements and the procedures for obtaining and renewing licenses, and also highlighted the changes applicable to business entities during martial law.

Special attention was given to the work of the Expert and Appeals Council on Licensing Issues. Participants were briefed on the procedure for appealing decisions made by licensing authorities, the specifics of filing and reviewing complaints, and the benefits of pre-litigation settlement of disputes. In addition, representatives of the State Regulatory Service familiarized participants with publicly available information resources where they can find document templates, a registry of complaints, and other materials necessary for the operations of business entities.

During the event, participants also discussed the specifics of applying the declaratory principle in the permitting system, the validity periods of permits and licenses during martial law, and answered questions from business representatives regarding the practical application of current legislation.

The regional platform “Dialogue Between Government and Business” continues to serve as a forum for constructive interaction between the government and the business community, helping to raise business awareness of current legislative changes and government support mechanisms.
