On April 2, 2026, the Donetsk region hosted another online meeting of the regional platform “Dialogue Between Government and Business,” established at the behest of Ukrainian President Volodymyr Zelenskyy.
The event brought together nearly 100 representatives of the region’s business and government sectors to discuss practical aspects of submitting VAT payer data tables and unblocking tax invoices.
The keynote speaker was Roman Galeev, Head of the Department for Identifying and Addressing Tax Risks at the Main Office of the State Tax Service in Donetsk Oblast, who provided clarification on the reasons for blocking tax invoices, the specifics of submitting VAT payer data tables, and preparing documents to confirm the conduct of business activities.
The expert emphasized that taxpayer data tables must be submitted exclusively in electronic form via the Electronic Cabinet, and the commission’s review period is five business days. If a positive decision is made, the blocked invoices are automatically registered on the fifth business day.
Special attention was given to the procedure for entrepreneurs when launching a new type of business: first, one must wait for the first invoice under the new code to be blocked, provide an explanation to unblock it, and only then submit the updated data table.
During the meeting, participants had the opportunity to receive practical recommendations and answers to questions that arise during interactions with tax authorities.
