In Donetsk Oblast, officials discussed cooperation between military administrations under martial law

On March 13, an online working meeting was held with representatives of district state administrations, district military administrations, military administrations of settlements, and executive bodies of village, town, and city councils in the region. The event was chaired by Yuriy Klyuchka, Deputy Head of the Donetsk Regional State Administration.

Representatives from the Regional State Administration’s Department of Economy, Department of Agro-Industrial Development and Land Relations, Office for Interaction with Local Self-Government Bodies, Department of Investment, Innovation, and External Relations, and the State Archives of Donetsk Oblast participated in the meeting.

The following issues were discussed during the working meeting:

  • conducting a nationwide review of public services in local communities;
  • stepping up efforts to adopt decisions on granting land tax exemptions to agricultural producers;
  • the operations of agricultural enterprises that are critical to the functioning of the economy and to ensuring the livelihoods of the population during this exceptional period in local communities;
  • implementation in 2026 of the National Project “Side by Side: United Communities”;
  • new rules for compiling the List of territories where hostilities are (were) taking place or which are temporarily occupied by the Russian Federation, in connection with amendments to Resolution No. 1364 of the Cabinet of Ministers of Ukraine dated December 6, 2022;
  • conducting public consultations in 2026;
  • the status of territorial communities’ work within the DREAM system;
  • the status of territorial communities’ work with business entities regarding the submission of information to the Regional Public Health Monitoring System. What is the difference between damage and losses;
  • the organization of documents from village, settlement, and city councils that were dissolved as part of the territorial reform;
  • the evacuation of documents;
  •  the challenges of repeated evacuation of archival institutions.
  • Participants in the working meeting had the opportunity to ask questions of representatives from the regional state administration’s structural units and receive clarification on the issues discussed during the meeting.
