In Donetsk region, the implementation of a club system in sports was discussed.

Under the chairmanship of the Deputy Head of the Donetsk Regional State Administration Ihor Boiko, an online meeting was held regarding the implementation of the experiment of the Ministry of Youth and Sports of Ukraine, which involves the engagement of sports clubs as public organizations in the implementation of physical education and sports activities.

“In order to develop the field of physical culture and sports, Donetsk region has an extensive network of children's and youth sports schools and communal institutions. They perform colossal work, but their resources are not unlimited. Today, the issue of supporting public sports clubs, which can also offer the population conditions for regular training, is relevant. A memorandum of cooperation has been signed between the Ministry of Youth and Sports of Ukraine and the Donetsk Regional State Administration – this is our first significant step in implementing the experimental project. Currently, a common task is to implement a transparent and effective mechanism for interaction between government bodies and sports clubs that operate as public organizations,” noted Ihor Boiko.

The participants of the meeting discussed a number of urgent issues for the implementation of the state initiative – in particular, amending the Program for Economic and Social Development of the Donetsk Region, financing the project, and providing mechanisms for monitoring the quality and targeted use of funds.

The main principles of the experiment regarding the involvement of sports clubs as public organizations in the implementation of physical education and sports activities are:

1) transparency and accountability – creating clear criteria for participating clubs: qualification of coaches, proper conditions for classes, transparent financial reporting;

2) financial support based on the principle of “money follows the person” – developing mechanisms by which clubs receive funding depending on the number of residents they engage;

3) expanding the range of services – the activities of clubs will not only increase the number of people engaged in sports but also significantly expand the list of available sports, as well as involve war veterans, persons with disabilities, and other categories of the population in training;

4) creating healthy competition – competition among clubs for state support will encourage them to improve the quality of services, enhance the material and technical base, and raise the professional level of coaches.
