In September, meetings were held by the Coordination Centers for Civilian Support under the Mariupol, Bakhmut, Pokrovsk, Volnovakha, and Kramatorsk District State Administrations, as well as 32 local administrations.
Representatives from the Regional State Administration’s Department of Social Protection, the Department of Veterans’ Policy, and other structural units of the Regional State Administration participated in the meetings.
During the meeting of the Coordination Center for Civilian Support under the Mariupol District State Administration, attention was focused on work with war veterans and their family members, as well as on ensuring their social protection and providing necessary assistance. A separate discussion was held on the organization and conduct of screening examinations for the population aged 40 and older, aimed at the early detection of socially significant diseases.
The meeting of the Coordination Center for Civilian Support under the Bakhmut District State Administration focused primarily on cooperation with charitable organizations to meet the humanitarian needs of the civilian population of the Bakhmut District and to ensure respect for the rights of internally displaced persons. Participants also focused on providing educational and cultural services for IDPs at the “Bakhmut District Unites” support centers and the Bakhmut District educational space in the city of Dnipro. In addition, the procedure for awarding grants to start and scale up one’s own business was discussed.
The Coordination Center for Civilian Support under the Pokrovsk District State Administration reviewed the status of veteran policy implementation in the Pokrovsk District for the first 9 months of 2026. Separately, information was presented on employment services for veterans, specifically regarding their employment opportunities and professional adaptation.
Participants in the meeting of the Coordination Center for Civilian Support under the Volnovakha District State Administration were briefed on the employment opportunities offered by the Ukrainian Red Cross Society’s “Reboot” program. Significant attention was paid to the operation of educational institutions in the Volnovakha District, monitoring needs, and developing proposals to address them. Representatives of local communities also reported on challenges arising while providing assistance to the population affected by the armed conflict.

Також розглянуто заплановані громадами заходи з нагоди Дня Святого Миколая, різдвяних та новорічних свят для дітей.
In local communities, during meetings of the Coordination Centers for Civilian Support, a number of pressing issues were raised, including:
- the implementation of programs to support and integrate IDPs and community residents who have relocated to safer regions of Ukraine; the status of material assistance provided to certain categories of citizens;
- the implementation of a pilot project to provide housing for internally displaced persons in rural areas in accordance with Cabinet of Ministers Resolution No. 751 of June 10, 2026;
- the provision of one-time cash assistance for the 2026/2027 heating season (“Winter Support”);
- analysis of citizens’ appeals and the needs of IDPs, and the provision of material and humanitarian assistance to the population; organization of work within the framework of memoranda of cooperation between communities; collaboration with international and charitable organizations, foundations, and partners to provide comprehensive assistance to IDPs;
- operations of humanitarian centers/IDP support hubs and resilience centers;
- issues related to damaged and destroyed property within community territories;
- social protection and support for Defenders of Ukraine, their family members, and the family members of fallen (deceased) Defenders of Ukraine; organizing events to honor the memory of fallen (deceased) Defenders of Ukraine;
- the affirmation of Ukrainian national and civic identity, as well as initiatives and projects aimed at fostering it; national-patriotic education for children; and the organization of patriotic, cultural, artistic, and sporting events;
- psychosocial support and mental health promotion as part of the All-Ukrainian Mental Health Program “How Are You?”;
- organization of the educational process for the 2026–2027 school year;
- awareness campaigns to combat gender-based violence and domestic violence;
- results of the 2026 children’s health and recreation campaign;
- preparations for the 2026–2027 heating season;
- organizing the provision of medical services to the population and implementing the “Health Screening 40+” program;
- providing administrative and social services;
- changes to the terms for the payment of pensions, insurance benefits, and state social guarantees;
- organizing employment for internally displaced persons (IDPs) and the state of the labor market;
- the activities of child welfare services under martial law;
- community cooperation within the framework of the national project “Side by Side: United Communities”;
- implementation of youth policy in communities and the activities of Youth Councils.
Special attention was given to the evacuation of the population—in particular, families with children, residents with limited mobility, and people with disabilities—to safe regions of Ukraine, as well as to ensuring appropriate conditions for their subsequent resettlement and social adaptation.
Based on the results of the meetings, priority areas of work were identified in the fields of social protection, humanitarian support, and psychosocial assistance to the population under martial law, and corresponding instructions were issued based on the issues discussed.
