In March, meetings were held by the Coordination Centers for Civilian Support under the Volnovakha, Kramatorsk, and Pokrovsk District Military Administrations and 34 local military administrations.
Representatives from the Department of Social Protection, the Office of Veterans’ Affairs, and other departments of the Regional State Administration participated in the meetings.
At the meeting of the Coordination Center for Civilian Support under the Kramatorsk District Military Administration, participants discussed adapting the network of administrative service centers in the Kramatorsk district to the challenges of wartime.
During the meeting of the Coordination Center for Civilian Support under the Pokrovsk District State Administration, participants were briefed on the experience of the Hrodivka Settlement Military Administration, which operates under relocation conditions. Meeting participants were also informed about the results of the activities of the Pokrovsk District Police Department of the Main Directorate of the National Police in Donetsk Oblast.
Participants in the meeting of the Coordination Center for Civilian Support under the Volnovakha District Military Administration reviewed the main areas of activity of the Khlibodarivska rural community aimed at supporting residents affected by the armed conflict. The meeting participants paid special attention to issues of psychosocial support for the population and the preservation of mental health.
During meetings of the Coordination Centers for Civilian Support in local communities, a number of pressing issues were raised, including:
the implementation of programs to support and integrate IDPs and community residents who have relocated to safer regions of Ukraine;
the improvement of mechanisms for providing social support to specific population groups based on standardized approaches;
social protection and support for Defenders of Ukraine, their family members, and the family members of fallen (deceased) Defenders of Ukraine;
analyzing citizens’ appeals and the needs of displaced persons, providing material and humanitarian assistance to the population; organizing work within the framework of community cooperation memoranda; collaborating with international and charitable organizations, foundations, and partners to provide comprehensive assistance to displaced persons;
- the activities of humanitarian centers/IDP support hubs and resilience centers;
- psychosocial support and mental health promotion as part of the nationwide mental health program “How Are You?”;
- organization of medical services for the population;
- provision of administrative and social services;
- the work of Councils on Internally Displaced Persons and Coordination Centers for Civilian Support;
- completion of the 2025–2026 heating season in communities;
- creation of a barrier-free environment in communities;
- issues related to damaged and destroyed property in community territories;
- changes in the conditions for the payment of pensions, insurance benefits, and state social guarantees;
- organization of employment for IDPs and the state of the labor market;
- activities of child welfare services under martial law;
- organization of the educational process as part of the reform of educational measures in the 2026–2027 academic year;
- national-patriotic education of children, measures, and projects aimed at fostering Ukrainian national and civic identity;
- cooperation among communities within the framework of the national project “Side by Side: United Communities.”
Particular attention was paid to the evacuation of the population—specifically families with children, residents with limited mobility, and people with disabilities—to safe regions of Ukraine, as well as to ensuring appropriate conditions for their subsequent resettlement and social adaptation.
Based on the results of the meetings, priority areas of work were identified in the fields of social protection, humanitarian support, and psychosocial assistance to the population under martial law, and relevant instructions were issued based on the issues discussed.
