A meeting of the regional accessibility committee was held in Donetsk Oblast

On March 30, 2026, a regular meeting of the Regional Committee on Accessibility for People with Disabilities and Other Mobility-Impaired Groups to Social, Engineering, and Transportation Infrastructure was held online, chaired by Yuriy Vinokurov, First Deputy Head of the Regional State Administration.

Over 100 participants joined the event, including members of the Regional Accessibility Committee, representatives of the regional state administration’s structural units, district military administrations, and military administrations of the region’s settlements.

During the meeting, Vasyl Teklyuk, Head of the Department of Urban Planning and Architecture of the Regional State Administration, reported on the results of the implementation over the past year of the Regional Action Plan for 2025–2026 to implement the National Strategy for Creating a Barrier-Free Environment in Ukraine for the period up to 2030.

Viktoria Tochena, Head of the Department of Culture and Tourism of the Regional State Administration, presented information on the topic “Barrier-Free Culture: Ensuring Barrier-Free Access to Cultural Services Under Martial Law.”

The discussion on the topic “Rehabilitation and Provision of Rehabilitation Aids,” presented by Dmytro Pozharskyi, Acting Deputy Director of the Department of Social Protection of the Population of the Regional State Administration and Head of the Department for Citizens with Special Needs, drew the greatest interest from those present.

Lyudmila Fomenko, a member of the regional accessibility committee, emphasized the need for an urgent response to the challenges faced by parents of children with disabilities in today’s environment. Discussions focused on the organization of operations at relocated social service facilities.

Iryna Demyan, Head of the Department for the Implementation of Veterans’ Policy and the Integration of Persons with Disabilities at the Social Protection Department of the Pokrovsk City Council in Donetsk Oblast, along with Svitlana Fomina and Nadiya Polamarchuk, leaders of civil society organizations, actively participated in the discussions.

Meeting participants were informed about the results of last year’s annual monitoring and assessment of the accessibility of facilities and services for people with disabilities in the region’s local communities. A new development last year was the implementation of an initiative by the Ministry of Community and Territorial Development of Ukraine to create, in collaboration with the NGO “LUN Misto,” a digital monitoring tool called the “Accessibility Map.”
