Donetsk region approves Regional Program for the Promotion of Ukrainian Identity until 2028

At the end of 2025, the head of the Donetsk Regional State Administration, Vadym Filashkin, signed Order No. 910/5-25 approving the Regional Targeted Social Program for the Establishment of Ukrainian National and Civic Identity for the period until 2028.

This document lays the foundation for the formation of a holistic national-patriotic space in the region, despite the challenges of martial law.

In the context of full-scale aggression, the issues of national self-awareness and readiness to resist are matters of national security. The program aims to foster patriotism, promote the Ukrainian language and history, and prepare citizens to defend the state.

The program will be implemented, in particular, through the work of the Center for Unity and National Resistance Platform, which operates on the basis of the Donetsk Regional Youth Center. The main vectors will be:

  • military-patriotic education: conducting training for young people (six regional training sessions are already planned for 2026);
  • civil security: teaching residents of the region tactical medicine, mine safety, and the basics of resistance;
  • national memory: projects to promote Ukrainian cultural heritage.

The approval of the regional program is just the beginning. The next step is the local level. According to Article 16 of the Law of Ukraine "On the Basic Principles of State Policy in the Sphere of Affirming Ukrainian National and Civic Identity," similar programs must be developed and adopted at the level of each territorial community.

The implementation of such a large-scale program is impossible without the active participation of civil society. It is often civil society organizations that are the driving force behind the most effective projects and initiatives. We invite representatives of the public sector to discuss and jointly seek solutions to pressing issues and hold joint events.

Only by combining the efforts of the authorities, military administrations, and the public can we build a strong system of national resistance and preserve the Ukrainian identity of our region. Thanks to the coordinated efforts of those implementing the program, there are plans to significantly increase the number of citizens involved in national patriotic events and basic resistance training by 2028.
