A regional programme for the development of the Ukrainian language for 2027–2030 has been approved in the Donetsk region

Published 27 October 2026 year, 12:44

On the eve of Ukrainian Writing and Language Day, by Order No. 710/5-26 of 22 October 2026 issued by the Head of the Regional State Administration and the Head of the Regional Military Administration, a regional programme to promote the functioning of the Ukrainian language as the state language in all spheres of public life for 2027–2030 was approved.

The aim of the Programme is to ensure the comprehensive development and use of the Ukrainian language as the state language in all spheres of public life, to expand the scope of its use and to increase the number of citizens who are proficient in the state language. Other key priorities include strengthening the official status of the Ukrainian language, supporting national culture, increasing the volume of Ukrainian-language information and cultural content, and safeguarding citizens’ linguistic rights in accordance with Ukrainian legislation.

The Programme provides for the fulfilment of six objectives and the implementation of 38 measures aimed at protecting, developing and promoting the Ukrainian language. In particular, this involves motivating the population to learn and use the language in everyday life, promoting it in the information sphere, the media and digital communications, forming a unified information and cultural space, and affirming Ukrainian linguistic identity.

Particular attention is paid to expanding the use of the official language by children and young people as an integral part of national and patriotic education, as well as to improving the proficiency in Ukrainian of civil servants, local government officials and employees of municipal enterprises, institutions and organisations whilst carrying out their official duties.

An important component of the Programme is the provision of information and awareness-raising activities amongst military personnel, war veterans, their family members, the families of fallen (deceased) defenders of Ukraine, and internally displaced persons regarding the realisation of language rights and the use of the state language in public spaces.

The Programme’s measures cover various spheres of public life – education, culture, sport, healthcare, social protection, transport, trade, catering, housing and communal services, and the provision of administrative and other public services.

The implementing bodies for the regional Programme are the structural units of the regional state administration, the district military administrations and the military administrations of settlements in the Donetsk region. Following its approval, the relevant administrations must develop and approve local language programmes within three months.

Although a significant proportion of the institutions and organisations in the Donetsk Oblast are currently operating outside the region, the preservation of Ukrainian identity, the revival of historical memory and the promotion of the state language remain extremely important tasks. After all, the Ukrainian language is an integral part of Ukraine’s national culture, social unity and statehood.

Comprehensive support for the development of the Ukrainian language at regional and local levels is a key challenge of our time. The implementation of the Programme will help to expand the Ukrainian-speaking sphere, preserve cultural heritage and establish the Ukrainian language as the foundation of national identity.
