On July 24, Deputy Head of the Donetsk Regional State Administration Oleksandr Shevchenko took part in an online meeting chaired by Deputy Head of the Office of the President of Ukraine Iryna Vereshchuk. The meeting was devoted to issues of preparing citizens for national resistance. The Donetsk region was also represented by officials from the Department of Family, Youth, and Mass Events of National Patriotic Education, the Center for Unity and National Resistance platform, the Departments of Education and Science, Civil Protection, Mobilization and Defense, the Department of Veterans Policy, and the Donetsk Regional Employment Center.
One of the main issues of the meeting was the finalization of programs for preparing citizens for national resistance. Proposals were considered to increase the number of hours of pre-medical (tactical) training to 12-13 hours, to introduce courses in international humanitarian law and psychological training, as well as a specialized course in crisis psychology. Particular attention was paid to the integration of OSINT and information protection courses, as well as the adaptation of programs to military technologies, unmanned systems, and training in piloting and countering drones. The Donetsk Regional State Administration supports these initiatives, understanding their importance for the comprehensive training of citizens in the context of modern challenges.
The possibilities of providing training weapons to regional training centers were also discussed, in particular the provision of decommissioned weapons for use as training weapons.
Another important initiative was to involve unemployed people in specialized training courses at national resistance training centers. The Donetsk Regional Employment Center actively supports this proposal. It sees it as an opportunity not only to raise citizens' awareness of national resistance, but also to promote their social adaptation and employment.
Considerable attention was paid to the issues of financing regional training centers for 2025 and 2026, their staffing, and the status of procurement and equipping with the necessary equipment.
Separate consideration was given to the status of implementation of the 2025 training plan for instructors who will teach citizens the basics of national resistance, as well as the approval of a draft resolution of the Cabinet of Ministers of Ukraine concerning the regulation of certain aspects of this training.
We would like to remind you that the Platform “Center for Unity and National Resistance” is successfully operating on the basis of the Donetsk Regional Youth Center municipal institution. This platform implements a set of practical measures aimed at forming a culture of security, spreading knowledge about military affairs, and restoring historical memory. On June 8, 2025, the Platform, in cooperation with the Dnipropetrovsk Regional Center, began training 35 internally displaced persons under a 45-hour program to prepare citizens for national resistance.
