Temporary State Social Assistance for Non-Working Individuals Who Have Reached the General Retirement Age but Are Not Entitled to a Pension Benefit

Starting from July 1, 2025, the Pension Fund of Ukraine will be responsible for assigning temporary state social assistance to non-working individuals who have reached the general retirement age but are not entitled to a pension benefit.

This assistance is granted to individuals who previously received temporary state social assistance for non-working persons who reached the general retirement age but were not eligible for a pension. This type of assistance was provided until December 31, 2020.

Required documents for applying for temporary assistance:

🔸 A completed application form;

🔸 Identification document;

🔸 Declaration of income and property status.

Ways to submit an application for temporary assistance:

🔹 At the Pension Fund service center;

🔹 By postal service;

🔹 Via the Diia portal;

🔹 Through the Pension Fund’s electronic services web portal;

🔹 Using the Pension Fund’s mobile application;

🔹 Through authorized representatives of the executive bodies of the relevant rural, settlement, or city council; through Administrative Services Centers (CNAP).

Temporary assistance is not provided if:

🔹 The average monthly total family income per person over the past six months exceeds 100% of the subsistence minimum for persons who have lost working capacity;

🔹 The person receives a pension or state social assistance under the Laws of Ukraine “On State Social Assistance to Persons with Disabilities from Childhood and to Children with Disabilities” or “On State Social Assistance to Persons Not Entitled to a Pension and Persons with Disabilities”;

🔹 The person or family members, within 12 months prior to the application, made purchases of land, apartments (houses), vehicles (machinery), construction materials, other durable goods, or paid (once) for construction or repair services of housing or vehicles, or telecommunications (including mobile), except for housing and utility services within the social norm and healthcare services related to vital needs, in an amount exceeding 50,000 UAH at the date of purchase/payment;

🔹 The person is employed or engaged in other income-generating activities;

🔹 A random inspection of the family’s material and living conditions revealed unreported sources of income or assets (e.g., rental income, unregistered employment, livestock or poultry keeping, traditional crafts, agricultural equipment, trucks, minibuses, etc.);

🔹 The person or family members own a second apartment (house), provided the total housing area exceeds 21 sq.m. per family member plus 10.5 sq.m. for the family, or own more than one vehicle or other means of transport.

Temporary assistance is recalculated every six months based on changes in property status and average monthly income and is paid until the individual reaches the age that entitles them to a pension.

Assistance is paid in cash monthly for the current month at the individual’s registered place of residence (or actual place of residence).

Individuals who are in full state care in a relevant institution receive 20% of the assigned temporary assistance amount.

Persons who were granted temporary assistance prior to serving a sentence (in custody) will continue to receive it.

The payment of assigned temporary assistance may be terminated in the following cases:

✔ If the person has concealed or deliberately provided false information about their income and property status, which affected the assignment and amount of the assistance and led to overpayment — starting from the month following the detection of these facts;

✔ If the person becomes employed or starts a business — from the month employment or business activity began;

✔ If a pension is assigned — from the date of pension assignment;

✔ If the person moves abroad for permanent residence — from the first day of the month following departure;

✔ In the event of the person’s death — from the month following the month of death.

If temporary assistance is not received for six consecutive months, the payment is temporarily suspended.

➡ To resume payment of temporary assistance, an application must be submitted indicating the reason for non-receipt.
