Last year, the Donetsk Regional Employment Service issued 1,227 training vouchers to the following categories of citizens:
947 internally displaced persons;
248 people aged 45+;
18 persons with disabilities;
12 kombat veterans;
2 persons who were deprived of personal liberty as a result of Russia’s armed aggression.
The program remains a relevant and effective tool for professional development this year as well.
What is a training voucher?
A training voucher is a state certificate that gives certain categories of Ukrainians the right to free training to:
obtain a new profession;
raise their educational level by pursuing higher education;
improve professional qualifications in line with the needs of the modern labor market.
With a voucher, one can:
master 95 skilled trades;
obtain education in 61 higher-education specialties;
improve qualifications in the fields of construction, transport, agriculture, IT, education, healthcare, culture, social protection, and civil security.
Most in-demand skilled trades: driver, cook, social worker, emergency medical technician, tractor operator.
Popular higher-education specialties: Psychology, Medicine, Social Work and Counseling, Public Administration and Management, Secondary Education (by subject specializations), etc.
Training is provided by licensed educational institutions of Ukraine in full-time, evening, distance, dual formats, or a combination thereof.
Important to know
The voucher value is set within the cost of training but cannot exceed ten times the subsistence minimum.
In 2026, it increased from UAH 30,280 to UAH 33,280.
Tuition is paid from the Fund of Compulsory State Social Insurance of Ukraine for Unemployment.

How to obtain a voucher?
To receive a voucher, an applicant must submit an application and the required set of documents to an employment center (depending on the applicant’s category).
The applicant must:
have vocational (vocational-technical), professional pre-higher, or higher education;
be insured;
not be registered as unemployed with the employment service.
